Submitted On Timestamp Where to Change?

I notice that form submissions include a timestamp on them. Example:

 

Submitted on: May 18, 2007 @ 3:55 pm

The time is always 2 hours ahead of my local time though. How / where is this generated? Is this something I can change in the code somewhere?

Here is the code that determines the time:

gmdate(get_option('time_format'), current_time('timestamp'))

So it should be based on what WP is set to, unless I overlooked something.
