I have a problem on my site http://www.stembridge.us in which most entries that are being emailed in are relating to a page that I don't support. I have written a note for people to contact the correct person for that page; but people continually click on contact, and send me their request.

any ideas on setting up a filter for the form to help people pay better attention?

Not sure what you're trying to do. If you don't want your readers to contact you for certain topics, the first thing that comes to mind is a 'banner' text above the form saying exactly that.
Via the form you could also…
- add a mandatory (Is Required) checkbox with a label (on the right) that says " I'm not contacting you regarding xyz "
- or you could add a mandatory drop down select box with a few topics to choose from (to indicate the nature of the inquiry)
- or, if you like the other person and want to do him/her a favor you could add a multi-recipient field that would route all topic specific emails to the other person and only relevant inquiries to you…
