It does work on 2.1.3, I've tried several installations. However, some users reported issues with their specific environments (Windows web server & PHP issues) – hence I put a few new items in the FAQ - please check there first!

You've got the "mb_convert_encoding()" issue! 

cforms 3.5 is about to be be released which will be more "forgiving" :)
