I don't want to give my client admin access but they need to open cforms II tracking and dashboard. Is there a way to change roles access to the admin controls to editors?

Yes, the tracking page supports a different role (& permissions) than admin.

Your role/permissions plugin should offer that new role to be enabled or not for a given user.
